Hessian Database for Waste Transports – waste classification and procedures for shipments of waste
The Regulation on shipments of waste, briefly also called WSR (Regulation (EC) No. 1013/2006 of the European Parliament and of the Council of 14 June 2006) has to be applied since 12 July 2007.
The WSR transposes the provisions of the Basel Convention on the control of transboundary movements of hazardous wastes and their disposal of 22 March 1989 and of the Decision of the OECD-Council C(2001)107/Final on the control of transboundary movements of wastes destined for recovery operations into directly binding European legislation. The purpose of these provisions is the protection of human health and the environment. Transboundary shipments of waste may only be carried out in accordance with the requirements of this regulation.
The Hessian Database for Waste Transports was developed by the Hessian Agency for Environment and Geology (German abbreviation: HLUG) and by the regional government office in Darmstadt (Regierungspräsidium Darmstadt). The database can be helpful for any person involved with shipments of waste. This includes employees of the environmental administrations, police, customs authorities and the Federal Office for Goods Transports (German abbreviation: BAG) as well as companies, dealers and brokers concerned by shipments of waste.
The database provides extensive information that makes the time consuming search for different laws, regulations, lists and other requirements superfluous.
The database consists of two parts:
Part 1 can be used for the identification and classification of wastes. However it should be noted that the classification of waste may differ from one German federal state to the next or from one member state to another due to their varying or lacking requirements. (In certain cases the database contains specific classifications of waste with regard to the federal state of Hesse.) Besides significant photos, part 1 comprises the following information in order to formulate a detailed description of the waste:
- EWC code: waste code according to the European List of Wastes (respectively the German Waste Catalogue Ordinance (AVV))
- EWC description
- mirror entry (if applicable)
- usual waste description and/or further information to the waste
- consistency, colour and smell
- Basel code
- OECD code
- applicable Annex to the WSR
Part 2 enables the user to determine the applicable shipment procedure for the waste classified with part 1 of the database.
After entry of
- the disposal operation (recovery or disposal) and
- the country of dispatch and the country of destination
you will obtain
- the applicable shipment procedure (information requirements – notification – prohibition) and
- a checklist of the required shipment and transport documents.
Part 2 of the database is based on the provisions of the WSR. Therefore it is basically applicable in every member state; however bilateral agreements are not covered by part 2 of the database.
